can arthroscopy scars cause impingement when straightening your knee?

I know that they can cause a tight feeling when your knee is extended but how about a feeling of impingement below the knee area[inferior to the patella]?
Or is that more likely caused by fat pad impingement?

One can get scar tissue in the 'anterior interval' - see
