I had arthroscopy done 5 months ago and had the incision site lump ever since - would massage still work to remove the lumps or am I too late?

I've read scar tissue can only be manipulated through massage for up to 14 weeks

Is it an issue? Does it cause pain or restrict function?
If the latter, discuss with the surgeon, in case it needs intervention.
Otherwise, all surgery inevitably causes scar tissue (in some people more than others, so itís just something to live with.
You could try massage, see if it helps (or has your physio , massage therapist told you it wonít, I canít think thereís an absolute hard stop as everyone is different)
