Can scar tissue cause knee effusion?

Ive had MRI and been cleared of any new meniscus tears, and PCL and ACL are intact.

But im pretty sure i have a bunch of scar tissue in my knee from past meniscus surgery.  Can this be causing random swellings that happen in my knee from time to time? They seem to occur for no reason.  Can this be from scar tissue just flaring up?

I think probably the inflammation that results in scar tissue may also trigger the joint lining to secrete extra fluid, rather than the scar tissue itself causing the effusion.
