19 months post ACL op with swelling issue

I was hoping that I could get some advice from other who have maybe experienced my issue.
I am 19 months post ACL and Medial meniscus removal op, everything had been going well or a bit slow and I had done a lot of of cycling rehab including a placement of 88th out of 1200 competitors in a local 45 mile mountain bike race.
I thought it would be good to play some rugby but on my second session I sidestepped and when I came of the operated leg I felt a pain down the outside of the knee which made me hobble and I decided to go home and ice it in case of any issues.
I have no pain since but my knee started swelling within 12 hours and now I have a swollen knee which is quite tight.
I had the physio inspect it and although he did all range tests there was no pain and walking does not seem to be a problem. He says there may have been scar tissue that has come loose which has caused an effusion, and to continue with RICE.

Has anyone had any experience with this? I can't find much about it and I am worried that it may be more serious.
