I just had my ACL surgery around 3 weeks ago, but I would say you're 100% if you can get the same full extension and full flexion as your other good leg. Once you achieve that, you should just make sure you don't damage your knee again because the graft takes about 8-10 months to fully heal and become a full part of your knee. And if I were you, I'd just make sure I don't lose my full extension and flexion by continually doing exercises until you feel super comfortable doing them.
