Tibial torsion Post Acl Surgery and pivot problem

It's been 1 YEAR + since I had ACL RECON surgery with a graft from my hamstring. I would like to ask is it normal to have Tibial torsion?
My operated leg out-toes when I lie down and feels like my knee is twisting to the left.

Leg feels stable when walking. No looseness like before surgery but I feel that  it's hard to pivot and cut. My leg feels RIGID,like if i fall to the side or twist or given hard impact  from the left or right,it can give way.

Please advice.
