OS in Marshfield WI

My father is experiencing severe OA in his knee. Had a cortisone injection two weeks ago. He says the needle went into the front of the knee. Dr actually had to force it into the joint. I think he needs to be seen by someone who knows what they're doing. He lives near Marshfied Wisconsin. Any ideas are welcome!
1975 Left Knee arthrotomy, no diagnosis
1984 Left Knee arthroscopy, no diagnosis
1987 Left Knee Lateral Release, successful
2007 Right Knee Lat. Release, unsuccessful
2011 chondromalacia patella, PF OA
        Arthroscopy, chondroplasty
2011 Diagnosed MS

Thanks. Unfortunately, their insurance will only cover Drs. in Marshfield. I'll look at their policy, hopefully they have a choice, because it feels like he's getting a bum deal.
