I jumped onto some pretty hard concrete 3 weeks ago and have had a swollen ,painful knee ever since , cant kneel down at all or bend the knee .

I have done this jump  in the past and had swelling and stiffness  but not nearly as bad , have I torn /crushed my lateral meniscus by doing this , ? its  maybe 20 % recovered in 3 weeks , but still difficult to move .
 

 ok, I have learnt this time to get a ladder in future ! :)

No-one here can really tell you for sure, maybe you should see a doctor and get some scans done, you need an mri.  I wouldn't rule out meniscal damage but it could jsut as easily be ligaments that you damaged.  Mris aren't perfect but they might shead some light on what you've done.

As kscope says, need to see a doctor

Could be soft tissue or even bony damage, e.g. bone bruising (which is unpleasant).  Meniscus damage is often accompanied by locking - so cannot straighten the knee (rather than bending)

A ladder sounds like a sensible idea fron now on  :D
