Knee locking straight after ACL surgery

I had surgery on April 1, 2009.  He did an ACL graft with the hamstring and had to shave quite a bit of my meniscus.  About two months or so ago, my knee started locking when extended, then I would have to "shake" my leg back and forth to get it to let loose.  It feels like something moves under the kneecap, and when I start moving my leg back and forth it will slowly make its way back to the inside of the knee.  I still cannot run do to pain and the knee "clunks" and "pops" alot.  I went in for an MRI, and my surgeon thinks that I have a cyclops lesion (although the MRI isn't very clear), however everything I have read about it says that it prevents extension and I have full extension.  It just will sometimes lock when it is straight.  It almost feels like a rope slides over under the kneecap... as wierd as that sounds I don't know how else to explain it.  Has anyone else experienced this?  Thank you so much for your time.
