Cartilage regrowth

I have heard of an injectible drug, more often used for animal osteoarthritis, that has been approved for use by humans in Portugal.  This drug is proported to actually cause the regrowth of cartilage.  I remember that it's not injected into the specific joint but is used systemically via a hip injection.  Anybody know its name or used it?  How can I find out more about it?
