strengthening knee joints?

Is there any way to strengthen the tendons/joints in the knee themselves instead of just strengthening supporting muscles around that area? I reckon I have decently strong quads and legs yet my knees themselves feel really loose, and the strength in my legs don't help much when my legs are relaxed and more prone to injury. I recognize the importance of strong supporting muscles, but when the muscles aren't being used (relaxed, not flexed) they are pretty much useless in stabilizing the knee.
Can joints be stronger or is it not possible? I feel like I will never be able to do sports without the thought of injuring myself in the back of my mind.
