Any Experiences with TriCare Insurance and the OATS procedure?

Here I thought everything had been approved. Well they approved the surgery but not the procedure. Makes no sense to me. So I guess he won't be having the surgery. Anyone have the surgery and then appeal it? How did it turn out?

My 17 year old son had the OATS procedure on November 29th, 2006. He has two previous scopes on the right knee and one on the left.
