Maltracking Patella??

Okay guys, out of interest i was wondering how far a kneecap has to be displaced before it is considered a worry...
Here are some results i found...
Lateral Patella Displacement
                               Right              Left
0 degrees                    13mm             10mm
Quads contracted          26mm             21mm
30 degrees flexion         7mm               6mm

Patella Tilt Angle
0 degrees                    -17 degrees      -19 degrees
Quads contracted          -34  "              -30    "
30 degrees flexion         -13  "                -7     "

and so on...
I just had no idea what this all meant? Is a normal person 0 degrees or 0mm? Do maltracking conditions change over time?
Bilateral Hip Dysplasia
Closed reduction on hip '85'
Salters Osteotomy on hip '87',
Osgood Schlatters 1996,
Several subluxes- right knee, meninscal cyst 1998,
Full patella dislocation left knee/cracked knee cap,
Arthroscopy on knee *2 '02', '04',
Full Hip Recon (PAO) Jan '05'
