Help after OS - swelling

Four months ago I had OS for a meniscus tear and cleanup of knee.  However, after all the physical therapy, it is still swelling and I still suffer pain from walking and doing stairs.  Doctor gave me a cortisone shot for scar tissue and scaled back my PT to water aerobics.  Knee stil swells after water exercise, but doesn't hurt near as much afterward like it did from using machines, etc.  Am taking Zyflamend for the swelling, but the minute I do anything it swells above, around or below the kneecap.  Has anyone had a similar experience?  How long does it take for the swelling to go away, or what can I do to help get rid of it.  In therapy, they do the usual T-Stim/ice treatment along with the meds for swelling.  Just doesn't seem to help.
