can you please recommend an electric muscle stimulator?

Dear all,
I'm in the market for an electrical muscle stimulator, primarily for my horrible VMO, but I can't seem able to find a device that is powerful enough while not setting me back for hundreds of euros.

The settings I'm looking to get are:
- pulse duration of at least 400 Ás
- frequency: 50-100 Hz
- ramp up of 2 seconds
- on for 8 and possibly up to 12 seconds, including ramp-up of 2 secs
- off for 40-50 seconds
- to be used with larger pads, at least 3" x 5"

I've also found this bit here on the website:
"one needs a machine capable of delivering a biphasic, symmetrical rectangular waveform, at least 60 mA, with a phase width duration of 400-450 Ás, under a load of 2500 Ohm"

Would this work with the settings above? Or can you recommend something else easily available in Europe that doesn't cost more than, say, 170 euros?

Edit: I should have mentioned that I have patella alta, severe patellar lateralisation, trochlear dysplasia, etc. to the point that I have developed osteoarthritis on both of my knees. Clearly, the blame lies with my weird and underdeveloped VMO, so as a last resort I'm willing to get an EMS unit to see if it helps at least a bit.

I just bought one myself yesterday! I got it on eBay used.

I asked my PT which does he recommend. He suggested the Empi Continuum.

My PT used to send people home with an NMES STIM but then insurance stopped covering it, leading to the company to go out of business, but there are a few out there left.
