Explanation of 'Mark all posts as read'

Question:

I see the little icon placed on top and bottom of pages that say things such as "mark all posts as read".  How does that work?  If I want to mark that I have read all the posts placed in a topic, can I do it and how do I do it, so I don't find myself rereading the same posts?

When you click this, it changes all the little 'NEW' boxes to a plain page, implying that you have read everything. Next time a new post comes in, it will say 'NEW' only on that post.

I can't find the things that say 'mark all posts as read' and I would like to use this function. Where abouts on the screen is it? Help

At the top level - when you first log in.
Down one level it offers to 'mark topics as read', which means just the topics on that board will be marked as read, but not on any of the other boards.
